From many platforms, you can find good freelancers and teams on Upwork for example. Just because you use freelancer platforms to form partnerships doesn't mean you can't also sell on those platforms, you can even have an agency status on Upwork for example.

It is against the freelancer platforms' policies technically but if you get on a call with them, they will probably share their email address that you can contact them on, so it's easily done. I'd start working with someone on the platform and if everything goes smooth then start the partnership privately as it's just more beneficial to your freelancer or team since they'd skipping the fees so it just makes sense if you're working with someone long-term.

In a perfect market all clients would just use the cheapest possible service at the highest level of quality. But if you know much about economics you’ll know this is never the case in reality. This is a market of differentiation. Your branding, strategy, marketing, and sales have a huge impact on the quality and quantity of clients that you get. So, not all clients are cheap, they want to work with the best company, the best offer, and that all comes down to strategy and marketing.
